Across the South, the fallout from the Callais decision is more than a regional issue — it’s a preview of what could happen nationwide. States are using the ruling to weaken the voting strength of Black communities, testing strategies that could later be expanded to the rest of the country. This moment is part of a long history of efforts to limit Black political power in America.
